Transfers

Our District is committed to working collaboratively with families and offering school placement options that best support each student’s educational success. Families may apply for an intra-district (current MVSD Students) or inter-district transfer if they believe a school other than their designated home school is a better fit for their child.

This page provides important information regarding the transfer process, timelines, and factors considered during the review of transfer requests. Please note that all transfer requests are reviewed and approved based on space availability and in accordance with Board Policy and Administrative Regulation 5116 and 5117.

 

Space Availability and Transfer Limitations

Space availability at school sites is determined by multiple factors, including classroom capacity, staffing allocations, and enrollment projections. Current enrollment and staffing projections indicate that space at the school sites listed below is extremely limited for the upcoming school year, which may limit the District’s ability to approve new transfer requests. The transfer form may permit submission of requests for these school sites; however, transfer requests are unlikely to be approved because these sites are severely impacted. Ongoing residential development within these school boundaries is anticipated and continues to impact the district’s capacity to accept transfer requests. We strongly encourage families to select a second-choice school site that is not included in the list below to ensure their application can be fully considered.

  • Park View Elementary School
  • New Haven Elementary School 

What happens after I submit my transfer request?

Once the transfer request is submitted for a student, Mountain View School District will review your request, identify the appropriate placement for your students and notify you (in the Spring) of the next steps. 
 
Applications are going to be collected from December 19th, 2025 through January 20th, 2026. The Child Welfare and Attendance Coordinator will review each request and, while staying in alignment with Board Policy, will transfer students to the school they are approved to attend. Please be patient with us as we work through our internal process.
 
If the transfer request is approved, the District will transfer the student to their new school and the school will complete the registration process and parents will be notified of the approved transfer. If the transfer request is denied, parents will be notified of the denial and of the next steps.
 
In July of each year, parents will be notified to review and update (via the same ParentVUE portal) annual updates and student information changes. Completing this process will provide parents with more information on their student's classes for the upcoming year.

Inter-District Transfers (Non-MVSD Students) 

New inter-district transfer requests for the upcoming school year may be submitted beginning March 1, 2026 until April 6, 2026. MVSD will continue to accept inter-district transfer requests throughout the school year; however, approval is contingent upon space availability and program capacity.

 

The initial request must be made through your student's resident district. 

 

Notification of District Decision

For inter-distrct transfer requests received within the window, MVSD will provide a written notification of its final decision by July 1, 2026.

 

For inter-district transfer requests received 15 or fewer calendar days prior to the start of instruction for the school year in which the transfer is requested, MVSD will provide written notification of its final decision within 30 calendar days from the date the request is received.

 

Restraint and Seclusion Data

Data Collection

The CDE collected restraint and seclusion data for the first time from local educational agencies (LEAs) as part of the 2019–20 CALPADS End-of-Year (EOY) 3 annual data submission. In preparation for this data collection, the CDE directed LEAs to start collecting these data locally beginning in fall 2019 for submission to CALPADS from May to September 2020. To accommodate the collection of these data, the CALPADS student discipline data files were modified to include the collection of the following behavioral restraint and seclusion data, which are defined in EC section 49005.1:

  • Mechanical Restraint: Use of a device or equipment to restrict a pupil's freedom of movement (with exceptions).
  • Physical Restraint: A personal restriction that immobilizes or reduces the ability of a pupil to move his or her torso, arms, legs, or head freely (with exceptions).
  • Seclusion: The involuntary confinement of a pupil alone in a room or area from which the pupil is physically prevented from leaving.
