Ronald Newton, Esq., President

Mr. Ron Newton is a native Californian who moved to Southeast Ontario with his wife Lisa and his two sons in 1989. He is a graduate of Tulane University, and has received the Juris Doctorate Degree from Western State University College of Law. He has served as the President of the Board of Trustees of the Mountain View School District, and has been a member of the Board since 1993.

 

Mr. Newton's other service activities include being a current member of the Ontario Parks and Recreation Commission, past Treasurer of the Ontario Mountain View Little League, past member of the Ontario Transportation Advisory Committee, and coaching high school football and golf.

 

Mr. Newton is an attorney for the Law Office of Ronald Newton. As a Board member, Mr. Newton is committed to academic excellence, maintaining a comprehensive program that includes technology, and presenting a curriculum that has a balance between academics, fine arts, and fiscal responsibility. He also supports business practices that will keep the District in a fiscally sound condition.

Restraint and Seclusion Data

Data Collection

The CDE collected restraint and seclusion data for the first time from local educational agencies (LEAs) as part of the 2019–20 CALPADS End-of-Year (EOY) 3 annual data submission. In preparation for this data collection, the CDE directed LEAs to start collecting these data locally beginning in fall 2019 for submission to CALPADS from May to September 2020. To accommodate the collection of these data, the CALPADS student discipline data files were modified to include the collection of the following behavioral restraint and seclusion data, which are defined in EC section 49005.1:

  • Mechanical Restraint: Use of a device or equipment to restrict a pupil's freedom of movement (with exceptions).
  • Physical Restraint: A personal restriction that immobilizes or reduces the ability of a pupil to move his or her torso, arms, legs, or head freely (with exceptions).
  • Seclusion: The involuntary confinement of a pupil alone in a room or area from which the pupil is physically prevented from leaving.
