Local Control Accountability Plan

LCAP PUBLIC HEARING - JUNE 10, 2024

The Mountain View School District Board of Trustees, in compliance with Education Code Section 52062(b)(1), is conducting a public hearing to solicit the recommendations and comments of members of the public regarding the specific actions and expenditures proposed to be included in the 2024-2027 Local Control and Accountability Plan (LCAP) and the 2024-25 Budget Overview for Parents.

 

A notice of the Public Hearing has been posted at each school as well as the district office beginning May 22, 2024.  A copy of the LCAP and Budget Overview for Parents is available as of June 5, 2024, for public inspection at the Mountain View School District office and posted below.

 

LOCAL CONTROL FUNDING FORMULA

     The Local Control Funding Formula (LCFF) represents the most significant change in California's funding system in the past 40 years.  One part of the new law is to improve academic outcomes by providing more money to school districts that serve high-needs students.  Another part is to give local school districts and community partners more authority to decide how to spend education dollars, and also hold districts accountable for obtaining results.

 

     As part of the LCFF, school districts, charter schools and county offices of education are required to develop, adopt, and annually update a three-year Local Control and Accountability Plan (LCAP), beginning on July 1, 2014.  The LCAP is required to identify goals and measure progress for student subgroups across multiple performance indicators.  The LCAP must focus on eight areas identified as California's educational priorities.  The eight areas of specified State priorities are intended to encompass the key ingredients of high-quality educational programs.  The plan must include the overall vision for students, annual goals, and strategic actions needed to achieve the goals.  The district must engage parents, employees, students and the community to assist in developing this plan.

 

     The State has identified the following eight priorities, that are organized into three main areas:

 

Conditions of Learning

  • Basic (qualified teachers and standards-aligned instructional materials, school facilities in good repair)
  • Implementation of State Standards, including a focus on English learners
  • Course Access (offering a broad course of study)

Pupil Outcomes

  • Pupil Achievement (performance on standardized tests and prepare students to be college and career ready, English learners are proficient)
  • Pupil Outcomes (in subject areas)

Engagement

  • Parental Involvement (efforts to seek parent input in decision making)
  • Pupil Engagement (school attendance rates, reduced dropout rates, increase high school graduation rates)
  • School Climate (pupil suspension and expulsion rates reduced, parents and teachers sense safety and school connectedness)
 

ELEMENTARY AND SECONDARY SCHOOL EMERGENCY RELIEF

School districts that receive Elementary and Secondary School Emergency Relief (ESSER) funds under the American Rescue Plan Act, referred to as ESSER III funds, are required to develop a plan for how they will use their ESSER III funds. In the plan, an LEA must explain how it intends to use its ESSER III funds to address students’ academic, social, emotional, and mental health needs, as well as any opportunity gaps that existed before, and were worsened by, the COVID-19 pandemic. An LEA may also use its ESSER III funds in other ways, as detailed in the Fiscal Requirements section of the Instructions.

AB 86: EXPANDED LEARNING OPPORTUNITIES GRANT

Mountain View School District's Expanded Learning Opportunities Grant Plan provides for supplemental instruction and support to students, including those identified as needing academic, social-emotional, and other supports. The plan explains how MVSD will use the funds it received to implement a learning recovery program for students.

LCAP FEDERAL ADDENDUM

The LCAP Federal Addendum is intended to supplement the LCAP to ensure that eligible LEAs have the opportunity to meet the Local Educational Agency Plan provisions of the Every Student Succeeds Act (ESSA).

LCAP EDUCATIONAL PARTNERS ADVISORY COMMITTEE

Mountain View School District maintains an Educational Partners Advisory Committee to consult, gather information and make decisions regarding the development of the Local Control Accountability Plan. This committee is made up of administrators, teachers, classified staff and parents representing each school site.

The next meeting of the EPAC is scheduled for Tuesday, May 28, 2024, 1:00 pm at the District Office.

COMMUNITY PARTNERS MEETING

A Community Partners Information Meeting was held on October 10, 2023, at 8:30am & 5:00pm, to provide parents the opportunity to learn about the Local Control Accountability Plan (LCAP).
